IESO: Electricity Programs
IESO Retrofit Program
Electricity conservation incentives for commercial, industrial, and institutional customers through Prescriptive measures (fixed $/unit) and Custom measures ($1,800/kW or $0.20/kWh), up to 50% of project costs. Regional Adders are available in electricity-constrained areas, doubling most non- lighting incentives.
IESO Industrial Energy Efficiency Program
For large industrial facilities, this program offers up to $15 million per project for electricity-saving capital upgrades. It targets facilities with significant, complex energy reduction opportunities that exceed the scope of the Retrofit Program.
IESO Energy Performance Program
A pay-for-performance program for commercial, institutional, and industrial facilities. Customers who reduce electricity use by at least 5% over two years receive incentives based on metered savings against their historical baseline.
IESO BizEnergySaver
BizEnergySaver provides electricity conservation incentives for Ontario commercial and industrial customers. Incentive structures include Prescriptive measures (fixed $/unit) and Custom measures ($/kW peak demand or $/kWh).
IESO Energy Affordability Program
An income-tested program providing free in-home assessments and efficiency upgrades, including appliances, insulation, smart thermostats, and heat pumps, for eligible Ontario electricity customers.
Enbridge Gas: Natural Gas Programs
Commercial Custom Retrofit
Incentive of $0.40/m³ of natural gas saved, up to 75% of project cost (maximum $100,000 per project; $500,000 for institutions). Common measures include boiler upgrades, make-up air units, ventilation controls, and building automation systems. A higher rate of $1.20/m³ is available for eligible controls projects under a limited-time offer running through 2026.
Affordable Housing Multi-Residential
Audit funding and equipment replacement incentives for social housing providers, shelters, co-ops, and eligible multi-residential buildings, based on lifetime gas savings.
Home Winterproofing Program
No-cost insulation, draft-proofing, and smart thermostat upgrades for income-qualifying Enbridge natural gas customers. Administered through authorized delivery agents across Ontario.
Federal & Capital Programs
FCM Community Buildings Retrofit (CBR)
Delivered through the Green Municipal Fund, this program supports municipalities and non-profits retrofitting community buildings to reduce GHG emissions by at least 30%. Funding covers 50– 100% of eligible project costs across feasibility, recommissioning, and capital retrofit stages.
COCHI / OPHI: Ontario Capital Programs
The Canada-Ontario Community Housing Initiative (COCHI) and Ontario Priorities Housing Initiative (OPHI) provide capital funding for community housing repairs, mechanical upgrades, and other capital work through service managers. Currently in Phase III (2025–2028).
Federal Programs: NRCan
Natural Resources Canada periodically offers funding for energy audits, feasibility studies, and deep retrofits in commercial, institutional, and multi-residential buildings. Finn Projects assists eligible building owners in identifying and accessing federal funding opportunities as they become available.
